Western Isles Young Person's NEC
National Entitlement Card
Pioneered by Comhairle nan Eilean Siar, the Western Isles Young Person’s NEC is a multi-functional smartcard scheme, which delivers both services and concessions, creating a citizen's card of real value, which can be implemented by all types of businesses.
The scheme has delivered in excess of 2700 smartcards and rising; to secondary school students and young people in the Western Isles. The scheme is a way by which services are provided by Comhairle nan Eilean Siar.
The card uses smart card technology to securely carry a number of different products and services within a single microchip embedded in the card. Each card is personalised to contain only the products the cardholder wishes to hold in it (and is entitled to). All the information held within the microchip of the card is maintained securely, with an electronic barrier partitioning one service from another. This means that a service provider will only be able to look at the relevant section of the microchip within each card in order to provide their service to the cardholder.
