Based within the Human Resources Section of the Chief Executive’s Department, Stornoway, you will be part of a team responsible for the provision of a comprehensive personnel service. Responsibilities will include providing managers with advice and support in all aspects of personnel policies, terms and conditions of service and employment legislation. Based in the Council Offices, Stornoway you will provide technical support to the Energy and Building Services Manager in the operation and maintenance of heating, ventilation and energy systems at Comhairle properties. You will be responsible for the Comhairle’s computer controlled Building Energy Management System (BEMS). You will also liaise with the Energy and Building Services Design Team in the design and specification of building services and the supervision and commissioning of building services projects. You must have a qualification in a Mechanical or Electrical Building Services discipline or in Computing, possess good IT skills and have experience with Trend or other BEMS systems. You will have good communication and presentation skills, the ability to prepare and present technical reports and be able to read and understand control panel electrical wiring diagrams. You will be required to undertake the day-to-day operational duties at Bennadrove Landfill Site, Stornoway including the operation of a tracked excavator and refuse compactor, control of site traffic and operation of the weighbridge. Experience of operating heavy plant, machinery or process equipment is essential together with CITB Certificate 360° Tracked Excavator. Key duties include performance and budget management, staff training and development, e‑planning, planning determinations, planning enforcement activities and planning advice to relevant Committees. To assist in attending to the social, emotional and physical needs of residents and day care users in Dun Berisay and Dun Eisdean, Care Homes for older people, so that each person is enabled to live as fulfilling and independent a life as possible.
