Executive Office - Corporate Policy
The Corporate Policy Service consists of the Corporate Policy Manager and the Performance Monitoring Officer. It is one of the functions of the Executive Office within the Chief Executive’s Department, and the Corporate Policy Manager reports to the Head of Executive Office. In terms of formal reporting to Comhairle Committees, the Corporate Policy Service reports primarily to the Comhairle’s Audit and Scrutiny Committee and the Policy and Resources Committee.
The Corporate Policy Service is responsible for:
The development of the Comhairle’s Corporate Strategy.
Coordinating the Comhairle’s Service Business Planning process.
Performance Monitoring and Reporting.
Public Performance Reporting.
Promoting Shared Services and any such corporate projects as are allocated to the service.
Management and development of Interplan ( the Comhairle’s online performance management system ), including support.
Briefing and consultation responses in subject areas of relevance to the service.
Corporate Best Value.
Service Business Planning
In consultation with Corporate Management Team and Heads of Service, the service will:
Issue yearly business plan guidance and facilitate business planning workshops.
Coordinate the submission of yearly service business plans.
Ensure that these are aligned to the Single Outcome Agreement.
Ensure that these plans are input on Interplan and reported on quarterly, internally at Committee and externally through the web site.
Ensure that end of year business plan progress reports are produced and made available online and to external parties as appropriate.
Ensure that end of year progress reports reflect the Comhairle’s contribution to SOA National Outcomes/Priorities.
Performance Management and Reporting
The service will:
Strive to embed a performance management culture in the Comhairle by ensuring that all services make full use of Interplan, update actions, tasks and PIs accurately and regularly, thereby producing meaningful and reliable performance information.
Issue guidance and implement an effective system and timeline to ensure that external reporting of the Comhairle’s SPI/LPI information is quality assured, prior to submission to Audit Scotland, and presented on time.
In consultation with Heads of Service and their teams, determine which SPIs/LPIs the Comhairle will report on externally, on a yearly basis.
Chair and provide the secretariat for the Performance Monitoring Group and report business to Corporate Management Team.
Produce, with the help of the Performance Monitoring Group, a bi-annual Public Performance Report, and make it available to the public though a variety of media.
Produce quarterly and end of year PI reports to Committee.
Engage with other local authorities through the Scottish Local Authorities Performance Group.
Interplan
In consultation with the Performance Monitoring Group, the service will:
Increase levels of usage and proficiency within the Comhairle which will assist quarterly reporting.
Support departmental Interplan champions with the roll out of training when assistance is required.
Ensure continuous updating of business plans and performance information on Interplan, and assist in this process where help is required.
Develop Interplan’s Communities Connect Portal (CPP)
Specifically lead on CCP development to complement other initiatives in the area of Community Engagement.
Provide support to the Comhairle’s Strategic Risk Group and the Capital Programme Review Group in developing Interplan’s Risk Management and Project Management modules respectively.
Best Value
The service will:
Report progress with an Interim Corporate Improvement Plan post-Best Value1, and pre-Best Value 2.
Monitor, brief and report as necessary, central government proposals in respect of Best Value 2.
In consultation with Corporate Management Team and Audit Scotland, agree an Assurance Improvement Plan (AIP) for the Comhairle, and report progress with it thereafter.
In liaison with Corporate Management Team and Elected Members, ensure that the Comhairle is fully prepared for a Best Value 2 Audit.
Ensure that the Comhairle fully engages with the BV2 process at the appropriate time.
Corporate Strategy
The service will:
In consultation with departments and Elected Members, develop a new Corporate Strategy in 2011/12.
Ensure that the Comhairle’s Corporate Strategy meets local and national priorities and is aligned with the Single Outcome Agreement
Ensure that the Comhairle provides evidence on a quarterly basis against its corporate strategic objectives and Single Outcome Agreement outcomes.
Shared Services
The service, through the Corporate Policy Manager:
Represents the Comhairle’s interests on the hub Initiative’s Northern Territory Programme Board, and monitors and reports developments through Integrated Services Project Team and at Policy and Resources Committee.
