Public Performance Reporting
Councils have a duty under the Local Government in Scotland Act 2003 to report publicly their performance in delivering their functions and services. As from 2009/10, the Comhairle has been committed to producing a Half Year Public Performance Report and an End of Year Public Performance Report.
These reports will be made available to the public for the foreseeable future through various media and their purpose is to inform the general public about the Comhairle’s performance against its service business plan objectives. While the half year report will be available primarily online, the end of year report will also be published. The 2009/10 End of Year Report, for example, was produced in calendar format and circulated to the public through schools. It is anticipated that a similar approach will be adopted for end of year period 2010/11.

The format and content of these reports is closely aligned to the Comhairle’s five corporate strategic priorities which are:
(i) Growing Prosperity in a Growing Economy;
(ii) Strong Communities, Strong Roots, Strong Culture;
(iii) Quality Education in Quality Buildings;
(iv) Green Councils, Green Islands; and,
(v) Strengthening Connections, Strengthening Communities.
While reports reflect the Comhairle’s achievements in terms of its strategic priorities, these also takes cognisance of its commitment to the Single Outcome Agreement (SOA) between the Outer Hebrides Community Planning Partnership (OHCPP) and the Scottish Government.
SOAs outline the new working relationship between the Scottish Government, local government and partners, based around the achievement of 15 national outcomes. Community Planning Partners are required to report annually on their performance against the commitments outlined in their respective Single Outcome Agreements (SOAs) which enables the Scottish Government to identify the contribution made by Partners in meeting national priorities and outcomes.
A limited number of copies of these reports will be held centrally at the Comhairle’s main offices and are also available on request. Comments from the public on reports are welcomed and arrangements for doing so are outlined in respective reports.
