Priority Policy Areas and Specific Measures

Specific activities that can realise the objectives and ultimately our vision of sustained prosperity will be focussed on the specific measures identified by the four Priority Policy Areas as shown below. The preferred projects and programmes to be encouraged through the Strategy will be those which most effectively address the Outcome Objectives of the Strategy.

1. Increasing Business Competitiveness, Creating Employment and Increasing Incomes

  1. Enhance marketing, advisory and support services to existing and new businesses

  2. Stimulate private sector investment in existing and new businesses

  3. Support development of innovation and R&D, including industry-academic links

  4. Overcoming market failure in the provision of serviced sites and premises for business

2. Creating the Conditions for Regional Competitiveness

    1. Strategic investments in communications infrastructure

    2. Improving regional competitiveness through developing the information society

    3. Improve the provision of energy networks, energy efficiency and the sustainable exploitation of renewable energy potential

    4. Waste management, water and sewerage provision and pollution control

    5. Community and social infrastructure

3. Developing the Region’s Human Resources

    1. Active labour market policies to fight unemployment

    2. Promoting social inclusion

    3. Lifelong learning

    4. Developing adaptability and entrepreneurship

    5. Increase participation of women in the labour market and address gender imbalances within the labour market

4. Rural Development and Fisheries

    1. Agriculture

    2. Fisheries

    3. Environment, forestry and rural heritage

    4. Community economic development
