Accountancy

The service is currently organised around two operational areas covering corporate and revenue activities, as follows:

Corporate

Completion of capital and loans fund elements of the annual accounts; monitoring capital budgets and completing capital returns and grant claims; management of treasury function including cash flow, money market transactions, the portfolio of long term debt and investment activities; ensuring adequate insurance cover for the Comhairle’s properties, employees and operations and management of the claims process; management and administration of the financial management system.

Revenue

Provision of service accountancy to departments and Members including provision of advice and support on a day to day basis, VAT accounting advice, budget preparation and monitoring and year end processes leading up to Annual Accounts. This team also provide support to specific project teams and working groups as required by service.

COMHAIRLE NAN EILEAN SIAR
NOTICE OF ACCOUNTS FOR THE YEAR ENDED 31ST MARCH 2017

Notice is hereby given under Regulation 9 of the Local Authority Accounts (Scotland) Regulations 2014 that copies of the unaudited Accounts for Comhairle nan Eilean Siar for the year ended 31 March 2017 and all associated documents relating thereto will be available for public inspection at the Council Offices, Sandwick Road, Stornoway, on any week day from 1 July 2017 to 21 July 2017 between the hours of 9.00am and 5.00pm.

Copies of the Accounts will also be available for public inspection during this period at the Council Offices in Tarbert, Balivanich and Castlebay and on the Comhairle website www.cne-siar.gov.uk

Notice is also given that any interested party may make objection to the Accounts, or to any part of the Accounts, not later than 21 July 2017 by sending their objection in writing, together with a statement of the grounds thereof, to the auditor, Brian Howarth, Audit Scotland, 4th Floor, South Suite, The Athenaeum Building, 8 Nelson Mandela Place, Glasgow, G2 1BT and to the Controller of Audit, Audit Scotland, 4th Floor, West Port, Edinburgh, EH3 9DN. A copy of that objection and statement should also be sent to the Monitoring Officer and any other officer of the Comhairle who may be concerned, at Comhairle nan Eilean Siar, Council Offices, Sandwick Road, Stornoway, Isle of Lewis, HS1 2BW.

Where objections are received, the auditor shall, if requested, afford those concerned the opportunity to appear before and be heard by the auditor in respect of these objections.
