Comhairle Budget 2013/14

The Comhairle agreed its 2013/14 budget on 14 February 2013 and the Budget Book for 2013/14 (PDF, 220K) has now been published.

Background

Following on from the 2012/13 budget and faced with the challenge of finding projected savings of £6m for the two year period from 1 April 2013 to 31 March 2015 the Comhairle approved its initial Budget Strategy 2013-15 (PDF, 310K) in June 2012.

The Comhairle considered the next stage in the process in September 2012 with a Report (PDF, 55K) to the Policy and Resources Committee.  As part of this consideration the Comhairle agreed a Revised Budget Timetable (PDF, 20K) .

In line with the agreed Strategy, Comhairle Members scored savings proposals brought forward by each department of the Comhairle.  These were considered at the Comhairle’s meeting on 1 November 2012 (Budget Consultation 2012 (PDF, 210K)). 

At that meeting the Comhairle agreed that all the proposals scored by Members should form the basis of community consultation and that members of the public and other partners be advised that the Comhairle would also welcome and consider any suggestion put forward on any aspect of its budget. At that time the Comhairle also agreed to use £2m of balances to mitigate the impact of service choices.

An initial Consultation Paper (PDF, 90K) was produced based on an updated version of the Member Scores (PDF, 60K) that reflects the results of all the Members that took part (a Detailed breakdown of the individual Member scores (PDF, 118K) is also available).

This formed the basis of discussion at public meetings in Tarbert, Borve, Castlebay, Daliburgh, Carinish, Stornoway and Kershader. Views were also sought via an online survey and the opportunity to undertake an online exercise similar to that carried out by Members.

Following the meetings the Consultation Paper (PDF, 123K) was updated with additional information. Some of the Additional Information (PDF, 401K) considered by members when they reviewed the budged choices is also available.

The outcomes of the November 2012 consultations were considered at Meetings of the Comhairle on 6 and 18 December 2012 at which the Comhairle agreed to consult on a revised set of proposals.

The January 2013 Consultation Paper (PDF, 136K) was the subject of discussion at a further series of consultation meetings being held in Castlebay, Daliburgh, Carinish, Tarbert, Stornoway, Balallan, Barvas, Uig and Bernera. Again an online survey was also provided.

The outcomes of the second consultation formed part of the 2013/14 Budget Papers.
