| PURPOSE OF REPORT To propose to members of the committee a zoning plan for Loch Roag, which identifies areas that should remain undeveloped to protect navigable channels and safe haven anchorages
SUMMARY
2.1 The proliferation of aquaculture lease consents in the Loch Roag area has presented concerns for the Comhairle as Harbour Authority, in particular the possible encroachment of sites into navigable channels and anchorages of safe refuge. This was illustrated recently, when members had to undertake a site visit in response to objections received, based on navigation restrictions
2.2 In response to these concerns the steering group managing the Integrated Coastal Zone Management, proposed that the Aquaculture Framework Plan, initially drafted for Loch Roag, would incorporate a Zoning Plan to define Navigable channels and anchorages.
2.3 This report proposes an Interim Loch Roag Zoning Plan to assist those involved in aquatic development to take cognisance of the requirement to maintain navigable channels and safe haven anchorages free from development and in doing so comply with the requirements of the Port Marine Safety Code to minimise navigation risks in the approaches to Comhairle ports.
2.4 A more concise Zoning Plan will be developed in conjunction with the Aquaculture Framework Plan. The plan appended to this report is indicative only and a more detailed plan will be displayed in the chamber
