will administer the following scheme of grant aid on behalf of Comhairle
nan Eilean Siar and Western Isles Enterprise. Comhairle nan Eilean Siar and Western Isles Enterprise wish to encourage sports clubs and organisations to join and participate in the activities of the Sports Council. What Categories Of Grant Aid Are Available?
To apply for a grant the following scheme has been created - the headings are as listed.
Start-up Grants
Start-up grants of up to £100 may be available to recently formed clubs which have a constitution. Applicants must demonstrate a commitment towards the success of the club, provide a detailed outline of the club’s aims and objectives and submit properly costed information on how they propose to use the grant.
Clubs in receipt of a start-up grant must maintain their membership of the local Sports Council. If they do not, reimbursement of the start-up grant may be sought.
Coach Education Courses
The aim of Coach Education grants is to supplement rather than replace voluntary effort. Applicants will be expected therefore to show evidence of their regular commitment to their chosen sport. Successful applicants may also be required to undertake a minimum number of coaching sessions as a condition of the grant being awarded.
Coach Education Courses (Western Isles)
Grant aid up to a maximum of £700 or 66% (whichever is the lesser amount) may be available for the payment of coaching fees for sports clubs or associations staging a Coach Education course in the Western Isles leading to a recognised National Governing Body coaching or refereeing/officiating award. The grant will include travel, course fees, tutor fees and accommodation costs.

Coach Education Courses (Mainland)
Grant aid up to a maximum of £350 or 66% (whichever is the lesser amount) may be available for attending coaching courses on the mainland. Grants will be awarded to individuals resident and belonging to an affiliated club based in the Sports Councils area who are seeking to obtain a recognised National Governing Body coaching or refereeing/officiating award. The grant will include travel, course fees and accommodation costs.
Sports Equipment Grants
Grants up to a maximum of £800 or 66% (whichever is the lesser amount) may be available to member clubs/organisations for the purchase of equipment which becomes the property of the club.
Clubs/organisations will be expected to insure items of equipment purchased
with grant aid.
Grants will not be available for personal items such as team clothing, tracksuits,
strips, etc.
Applicants will be expected to explore all other alternative sources of
funding so that no duplication of facility is awarded. Grants will only
be made on presentation of the appropriate quotation(s) or invoices.
Sports Coaching Development Grants
The purpose of sports coaching development grants is to assist club/organisations in the organisation of coaching courses which will improve the performance of participants.
Grant aid up to a maximum of £500 or 66% (whichever is the lesser amount) may be available for coaching courses which are organised under the auspices of the National Governing Body and which are under the direction of a recognised NGB coach. The grant will include travel, accommodation and tutor’s fees.
Sports Events
Grant aid up to a maximum of £200 or 66% (whichever is the lesser
amount) may be available for the promotion of events which support and encourage
increased participation in sport e.g. youth development, disabled, come
and try, mini-festivals, etc.
Excellence
The purpose of excellence grants is to support participants living within
the Western Isles who have received regional, sub-national or national recognition.
Other levels of participation will be considered at the discretion of the
Executive Committee. Applications may be considered for individuals attending
training or competitions in events associated with teams or squads.
Application must be supported by a letter from the National Governing Body
for the sport concerned.
The maximum cumulative grant available to an individual in one financial year will not exceed £500 or 66% (whichever is the lesser amount) for national level or £300 or 66% (whichever is the lesser amount) for sub-national or regional level.
Where more than one individual from an affiliated club/organisation is involved, the maximum grant assistance to that club shall not exceed £1000 in any one year.
Discretionary Assistance
Applications for grant aid up to a maximum of £500 or 66% (whichever is the lesser amount) of total costs may be considered at the Executive Committee’s discretion for sports development activities or initiatives not covered by the above categories.
Application Deadlines
Applications for grant-aid are considered by the Grant-Aid and Finance Sub-Committee of the Sports Council and approved by the Executive Committee. Applications for grant will be considered at meetings of the Executive Committee held in January, March, May, and August and must be submitted to the Secretary of the Sports Council at least 14 days prior to the Executive Committee meeting.
Note An application for grant aid which is submitted after the grant aid deadline will only be considered by the Executive Committee in extenuating circumstances.
In order to allow time for grants to be processed applicants should endeavour to submit applications for grant aid at least six weeks prior to the event/course taking place.

Activities/Events for which Grant Aid has been awarded

Inter District Cross Country Championships Holyrood Park, Edinburgh – Dec. 15th 2001

This inter district competition is also incorporated into a “Reebok Cross Challenge” event. The event is one of six meetings held throughout Britain, with athletes in various age groups competing for British league placing leading to selection in national teams for future European and World cross country events.
Seven SRAC juniors were invited to represent the North of Scotland team after their performances at the recent North District XC Championships in Forres on Nov. 24th 2001.

Lewis and Harris Sub-Aqua Club |

Coach Development |
The project has commenced along the lines of that proposed, i.e. an initial “Come and Try” took place from which we took on 8 new members. Of these 3 have a PADI qualification and are currently undergoing a “cross-over” process leading to a BSAC Sport Diver qualification. The other 5 new members have no prior sport diving experience.
We are currently nearing the end of the theory lectures and just over half way through the pool practical lessons. There are between 5 and 8 fully and partially instructors involved in the theory and practical lessons.
All compressed air cylinder tests have been carried out, as has the servicing of all club training demand valves. The club has paid all invoices and a claim has recently been submitted for the appropriate grant.

Stornoway Running and Athletics Club |

Coach Education (mainland) |
Two SRAC coaches attended coaching workshops organised by UK athletics at Meadowbank Stadium on weekend March 2nd 2002.
One of the coaches gained a coach level 2 qualifications in sprints and attended an additional workshop to gain level 2 qualification in the throws event.
The other coach attended two workshops to gain additional level 2 jumps and endurance adding to a coach level 2 licences in throws.
Both coaches gained experience in coaching techniques relevant to their specific events under the supervision of experienced senior coaches from Britain.

Western Isles Pony Club |

Six members and their horses went to Dingwall during the Easter holidays. During the week, all members received instruction in dressage, show jumping and cross-country riding. At the end of the week, a competition was held with some of the local members from Dingwall taking place, in all three disciplines taught during the week.

SFA Development Course |
The course was held in February 2002 and was organised primarily to support development activities for Stornoway United and Lochs Football Club twenty-two people successfully completed the course and are now actively involved in coaching at youth level.
As a result of the course, Lochs FC are now planning to set up a Primary Football Development Club similar to those operating in Back, Point and West Side.

Consists of 9 rounds of the British Quad championship, held mostly in south England, with 2 rounds being in Ayreshire and Northern Ireland, against the top riders in the country. There are 2 annual races per year in France.
February – Le Touqet, N. France. A 3-hour beach race, where most of the competitors are from all over Europe.
September – Pont de Vaux, S France, A 12 hour team endurance event with over 100 teams and competitors from all over the world e.g. America, New Zealand.
There is also a North of England championship, which consists of 11 rounds that I use for practise as most of my competitive rivals race the whole series. Financial difficulty prevents me from completing the championship.

The Lewis and Harris Riding Club held a week long camp at Melbost farm from 8th - 12th July 2002. The camp involved a week long training programme delivered by a top BHS riding instructor. Daily activities covered both flat work and jumping lessons at all levels of ability.

The 4 players have played for Ross Country under 15’s in the SPL youth institutive against Celtic, Clyde, Dundee United, Dundee, Patrick Thistle, Aberdeen, Hibs, Raith Rovers, Livingston, Motherwell, Rangers. These games are both home and away and there are still 6 games to go. (season is now completed)

Isle of Lewis Gymnastics Club |

20 gymnasts accompanied by 4 coaches and 4 parent helpers travelled to Athens to take part in the Athens International Gymfast. The gymnasts alongside teams from Israel, Japan, Spain, Italy, Greece, Finland and England were to perform a display in the main sports arena in Yitanee and in Constitution Square. Both performances were very well executed the gymnastics polished and the group rising to the challenge of performing under spot lights, in the open air and in front of a very large audience. The gymnasts and coaches were pleased to use the variety of counties by youngsters of all ages and abilities.

Stornoway Bowling Club entered for three competitions in this year’s National Championships, the Singles, Pairs and Triples competitions and this year were able to participate in all three. The competitions are organised on the basis of regional qualifying rounds, which are held in the Inverness area for our region. Each round is held on the same day in consecutive weeks for up to five rounds to qualify for the National Finals in Ayr.

Brief Report on Activity/Event
Western Isles disability sport had their first ever junior swimmer from the Western Isles to reach the finals and also the first gold medal winner from the Western Isles showing that Athletes with disabilities can compete and win it also shows the determination of the individual and the support of the members and committee of Western Isles disability sport.
