Outer Hebrides Local Development Plan (LDP)
Proposed Plan
The Proposed Plan takes account of views made on the Main Issues Report and extensive engagement and represents the Comhairle’s settled view as to what the final content of the adopted plan should be. The Proposed Plan consists of a number of sections which are all part of the consultation:
- A Vision – what the Outer Hebrides could be like in 20 years time;
- Development Strategy – where development should or should not go;
- Development Policies – policies to guide development and assessment of planning applications;
- Development Proposals– land allocations for specified uses;
- Associated Maps.

The Action Programme

Proposed Plan Consultation Responses
Consultation on the Outer Hebrides Local Development Plan – Proposed Plan has now closed. A total of 49 responses or representations were received relating to the Proposed Plan. The representations document is provided below. (NB: This file is VERY large and could take a considerable amount of time to download depending on the speed of your broadband connection.)
From the representations received a number of issues are unresolved and are now subject to Examination. An Examination is a review of the unresolved representations made on the Proposed Plan. The Examination is undertaken by a person(s) appointed by Scottish Ministers called a reporter. The administration of the examination process is undertaken by the Directorate for Planning and Environmental Appeals (DPEA). The examination of the Local Development Plan by Scottish Ministers allows for independent scrutiny of unresolved objections.
Draft Supplementary Guidance
When Supplementary Guidance is linked to the Development Plan it will have Statutory Status and will be part of the overall Local Development Plan once adopted. The following Draft Supplementary Guidance was consulted on concurrently with the Proposed Plan:

LDP - Environmental Assessment
The Strategic Environmental Assessment – Revised Environmental Report (ER) (including Appropriate Assessment) has a separate procedure to the Proposed Plan, although the consultation period was run concurrently, and has now closed..
