Project Objectives
The Comhairle will prepare a Brief and Output Specification for each of the schools involved in the Project. It will be the contractual responsibility of the SPV to meet the requirements of the Comhairle; the PSDP will assist and advise the SPV on the optimum means of delivering the Comhairle’s requirements.
Whilst it is acknowledged by the Comhairle that the cost of delivering services to a small, widely-dispersed schools community is high, it wishes to continue its success in improving the School Estate in a sensitive and inclusive manner.
Over and above the requirement to meet the Brief and Output Specification, the SPV must:
- Respond proactively to environmental and technological change
- Respond appropriately to the local environment
- Enable the Comhairle to maintain the delivery of quality educational provision during the construction of the schools
- Ensure any adverse impact of the construction on the Community is minimised
- Ensure that, in accordance with local observance, no work is carried out on Sundays (except for any emergency work which may be required for health and safety reasons) or on any other day where the predominance of local opinion requires it
- Where necessary, prepare and agree with the Comhairle, a detailed decant plan for any required relocation of pupils and staff
- Where possible, utilise local suppliers and local labour in the construction and operation of the schools
- Ensure that designs for all of the schools are of an exceptional quality, suited to the Western Isles context and fit for the evolving standards of 21st century education
- And, ensure that each of the schools and their community stakeholders are kept informed of the progress of the design and construction of the schools
The PSDP must work with and advise Sgoiltean Ùra on the best, most cost-effective ways to meet all of these requirements.
The Comhairle will appoint a key contact officer to maintain dialogue with the SPV and its PSDP.
