Local agencies have submitted a bid for EU funding to the Scottish Government which if successful could lead to a community programme worth nearly £10m to the Outer Hebrides over the next six years.
The Outer Hebrides LEADER Steering Group, comprising key local agencies, submitted its rural development strategy and business plan to the Scottish Government on 14 November outlining a bid for EU funds of £5.6m which is expected to be matched by the private and public sector. The Scottish Government’s Selection Committee will assess funding bids on 17 December 2007.
Councillor Archie Campbell, Chairman of the Outer Hebrides LEADER Steering Group, praised local efforts in putting the funding bid together in a relatively short time. He said “since the Scottish Government’s call for LEADER bids in July 2007, a considerable amount of work has been done by local agencies in preparing a strong case for funding, including an extensive community consultation, and I hope that we can look forward to a successful outcome and a programme that will have a significant positive impact on local community development in the next six years. “
If successful, the new LEADER programme 2007-2013 could come on stream by April 2008 and will be delivered by a new development team, yet to be appointed, under the auspices of the Outer Hebrides Local Action Group, with Comhairle nan Eilean Siar acting as the lead agency. The new programme will aim to revitalise and strengthen communities by assisting community-led projects which could include support for local infrastructure; sporting, leisure, recreational and tourism facilities; innovative ventures such as renewables; community and social enterprises which promote local economic development; and Gaelic language and cultural tourism initiatives.
On the basis of a successful bid, prospective applications for LEADER funding will be invited from February 2008 onwards and specific details about eligibility criteria, the application process, and the types of projects that can be assisted by LEADER will be available to communities in due course.
