Comhairle nan Eilean Siar has today acknowledged the announcement of the long awaited decision from the Scottish Executive to refuse the proposed superquarry at Lingerbay in South Harris.
Mr. Donald Maclean, Chairman of the Development Services Committee, said; "At long last the Scottish Executive has made its decision and removed the uncertainty which has hung over the island since the planning application was submitted back in 1991. The Comhairle's policy has been to oppose this development and we support the decision to refuse planning consent. The decision has vindicated the Comhairle's stance against this development in an area of such outstanding natural beauty."
Mr. Maclean went on to say, "It is now essential that the Comhairle works closely with the local enterprise company, Harris Development Ltd. and other organisations to ensure that the Harris economy is diversified and strengthened. The current development of a major fish processing factory in Scalpay is an important start, but this needs to be complemented by other innovative proposals. The Comhairle will get on with business, pursuing initiatives which will provide sustainable jobs and a high quality of life for the communities we serve".
He has also called for an investigation into the planning procedures associated with the proposed superquarry. "This proposal, and the length of time taken to reach a decision, has blighted Harris for the past decade. It has created major divisions among local residents and pitted neighbour against neighbour. It has also reduced the credibility of the democratic process. I urge the Scottish Executive to undertake an investigation of the whole planning process and put in place measures to ensure that other communities in Scotland do not suffer the uncertainty and delays faced by the people of Harris. The cost of holding Planning Inquiries also needs re-examining - the millions of pounds of public money spent could have gone a long way to help create the sustainable and diversified economy which the Comhairle is keen to see in Harris", said Mr. Maclean.
A report on the decision will go to an early meeting of the Development Services Committee of the Comhairle. Local Councillor Morag Munro said: "Obviously I am glad that a decision has been reached. I am in complete agreement with Donald Maclean regarding his comments about the delay and I think it is essential that no community should ever be left in limbo like this again. We must now look to the future and we will be reminding the people who made promises about what they could for Harris of their commitments. The Comhairle, the Enterprise Agency, Harris Development Ltd and other agencies must now work together to provide a future for the island. That is the task that faces us and the work starts now."
