Comhairle Outlines Future Plans For DSO/DLO

Comhairle nan Eilean Siar today agreed on a recovery package to secure the future of the Technical Services DLO/DSO.

The Comhairle accepted a recommendation for a consultation process on a new management structure of the Technical Services DSO/DLO.

Convener Alex MacDonald said: "We have agreed plans for the recovery of the Technical Services DLO/DSO. Contrary to some media reports this morning, that does not mean there will necessarily be redundancies. We have agreed to consult on a new management structure. Should we then proceed with that structure there will be a reduction in management posts within the Technical Services DSO/DLO. The Comhairle will make every effort, in line with good practice, to relocate those whose positions may be affected."

The Comhairle agreed that the DLO/DSO operation should focus on existing core activities, based on realistic projected income and staffed accordingly. The Comhairle also confirmed its intention to re-tender the Building Maintenance Term Contracts and the Area Engineering (Roads) Contracts, with the DLO/DSO bidding (following independent checks on the viability of the tender submitted).

As an interim measure the Technical Services DSO/DLO will report to the Director of Corporate Services.

The Chairman of the DSO/DLO Working Party, Cllr. Angus Campbell, said: "The evidence is that the DSO/DLO grew too fast and the income received did not cover all the costs involved, particularly fixed costs and administration costs. However, as long as productivity improves there is enough work in the pipeline for the workforce to carry out in an economic manner until new contracts are awarded."

Convener Alex MacDonald also commented: "I am particularly disappointed that reports on this matter were leaked to the press before this meeting. We want to be open and transparent but such behaviour does not help the serious decision making process on what is a matter of vital importance. It is also unfair to our employees. The fact that the radio reports were inaccurate in several respects also does not help. I am disappointed that the reporters in question did not check their facts with the Comhairle.
Despite these unfortunate ocurrences, the Comhairle has today taken a major step forward in securing jobs in the DSO/DLO and in continuing to provide the high quality services that the people of the Western Isles deserve".
