Lewis Windpower Application
An application for 234 three-megawatt turbines in Lewis was submitted to the Scottish Executive on 4th November 2004.The Comhairle considered this application as principal consultee at the meeting of the Environmental Services Committee on 28 June 2005 and the recommendations of that committee were considered by the Comhairle at its meeting on 29 June 2005.The Comhairle decided to recommend to the Scottish Ministers that the application should be approved subject to a range of terms, measures and conditions as detailed in Lewis Windpower Terms and Conditions (PDF, 200Kb) document.
An addendum to the Environmental Statement was submitted to the Scottish Executive on 13 December 2006. As a result of additional environmental work LWP has reduced the scale of the proposed windfarm from 234 wind turbines to 181 wind turbines (with a reduction in the amount of associated infrastructure.)
The Comhairle considered the Addendum to the Environmental Statement at the meeting of the Environmental Services Committee on 8 February 2007 and the recommendations of that committee were considered by the Comhairle at its meeting on 15 February 2007. The Comhairle decided to recommend to the Scottish Ministers that the application should be approved subject to a range of terms, measures and conditions.

Scottish Government Decision
On 21 April 2008 the Scottish Government issued its decision on the Lewis Wind Farm. The Scottish Ministers have carefully considered the amended application, and all the representations received. They have applied the procedural requirements required of competent authorities under the Conservation (Natural Habitats, &c.) Regulations (as amended) and have concluded that the proposal would adversely affect the integrity of a European site. They have concluded that the tests in Regulation 49 of the 1994 Regulations (which transposes Article 6(4) of the Habitats Directive) have not been met in that there are alternative solutions to the development proposed. They have concluded that the application must be refused on those grounds.
