Tributes Paid to Roy Maciver, Former Chief Executive of Comhairle nan Eilean Siar

Roy Maciver, the first Chief Executive of Comhairle nan Eilean Siar, passed away in Edinburgh on 20 September 2025.

Roy Maciver served as Chief Executive of Comhairle nan Eilean Siar from 1974 to 1986. Roy left the Comhairle on his appointment as Secretary General of COSLA.

Malcolm Burr Chief Executive of Comhairle nan Eilean Siar said:

“As Comhairle nan Eilean Siar’s first Chief Executive Roy Maciver played a significant role in establishing and ensuring the success of local governance in the Western Isles. Roy’s work as Chief Executive shaped the organisation and is evidenced today by the lasting legacy of the many projects he oversaw. It was an honour to have Roy join us as we marked the 50th anniversary of Comhairle nan Eilean Siar earlier this year. The event gave us an opportunity to remember and recognise Roy’s work and gave Roy the chance to share stories with friends and former colleagues. Roy Maciver was a highly intelligent man and an accomplished public servant who will be missed.”

“In 11 years as Chief Executive, Roy Maciver drove improvements to the quality of public services throughout the Western Isles, brought our islands closer together than ever before, and recruited and led a growing and talented workforce. There are few public servants from the Western Isles with as successful a career in Local Government as Roy. As Chief Executive of the Comhairle and Secretary General of COSLA Roy had a huge impact on Local Government in the Western Isles and Scotland. Our thoughts are with all those who knew Roy, particularly his wife Anne, and 3 sons Rory, Rab, and Magnus.”

The Comhairle flag will fly at half-mast at all offices today and on the day of the funeral.
