Strategic Environmental Assessment
Strategic Environmental Assessment (SEA) is a requirement of Scottish legislation to implement a European Directive. The European Union SEA Directive 2001/24/EC was transposed into Scots law in 2004 by the Environmental Assessment (Scotland) Act 2005. The objective of the Directive is: “to provide for a high level of protection of the environment and to contribute to the integration of environmental considerations into the preparation of and adoption of plans and programmes with a view to promoting sustainable development” *
The legislation places a responsibility on public agencies to assess the environmental impacts of certain plans and programmes and is a way of ensuring that environmental issues are carefully considered during preparation of a Plan.
Revised Environmental Report
A SEA Environmental Report 2015 (ER) was produced in conjunction with the LDP Main Issues Report. This was revised and consulted upon to take account of all elements of the Proposed Plan.

Appropriate Assessment
An Appropriate Assessment (AA) of the LDP was also undertaken (in accordance with Regulation 48 of the Habitats Regulations 1984 implementing Article 6(3) of the Habitats Directive (92/43/EEC) to establish whether the Proposed Plan would have any significant effect on European Sites. The AA was undertaken concurrently with the SEA Revised Environmental Report and forms part of the same document.
SEA Post Adoption Statement
In accordance with the Environmental Assessment (Scotland) Act 2005, Comhairle nan Eilean Siar is required to publish a Strategic Environmental Assessment (SEA) Post Adoption Statement. Once published, the Post Adoption Statement will be available to view on this page.
