Corporate Strategy 2022-27
The Comhairle recently reviewed the Corporate Strategy. It is aligned to the Outer Hebrides Community Planning Partnership’s Local Outcomes Improvement Plan (LOIP) 2017-27. A formal Consultation on the Proposed Corporate Strategy 2022-27 (Opens in a new window or downloads a file) concluded 17th September 2021 and the finalised Strategy was approved in December 2021. New Service Business Plans were developed as per the new strategic priorities to evidence ongoing viability and demonstrate how the proposed outcomes of the new Strategy will be met to 2021.
The Comhairle’s Corporate Strategy 2022-27 four main strategic priorities are to:
- Strengthen the local economy.
- Support children, families, and young people.
- Support resilient communities and quality of life.
- Be a sustainable and inclusive Council.
Reporting Performance and Progress
The Comhairle’s Strategic Priorities will be supported by robust governance arrangements and underpinned by action plans and Key Performance Indicators (KPIs) which will be reported through Service Business Plan Monitoring on the Comhairle’s performance management system and through Directors’ performance monitoring presentations to Committee. Progress with the Comhairle’s Corporate Strategy will be reviewed and reported annually.
Local Outcome Improvement Plan 2017-27
Community Planning is how public agencies work together with the Community to plan and deliver better services which make a difference to people’s lives. In 2015 the Community Empowerment (Scotland) Act 2015 placed a duty on Community Planning Partners to demonstrate that they are making a significant impact on the achievement of outcomes as a result of partnership working. In doing so the Outer Hebrides Community Planning Partnerships prepared a Local Outcomes Improvement Plan (LOIP) in line with national guidelines.
The priorities for the OHCPP 2017 - 27 are:
- The Outer Hebrides retains and attracts people to ensure a sustainable population;
- The Outer Hebrides has sustainable economic growth and all our people have access to appropriate employment opportunities; and
- The islands offer attractive opportunities that improve the quality of life, wellbeing and health for all our people.

Community Engagement
