Question

(1) What is your estimate of the number of housing schemes that have NOT been formally adopted by your Council (at least over the past 5 years (to 1st April 2017 - calendar or financial years as is easiest). It is recognised that it is difficult to identify a precise year of virtual-completion (this would be when Council Tax started to be paid by purchasers or most of the planning conditions were signed off). And that schemes "more or less" complete in 2012 (or earlier) might still not be formally adopted. A Schedule of outstanding & completed Road Construction Consent's (RCCs) addresses this aspect.

 

(2) Please state (insofar as known):-

  a) the "occupied & virtually completed" but non-adopted schemes by known name

      (eg "The Hawthorne's and if possible a postcode) and indicate

  b) the developer (if known) and

  c) approximately the number of houses built under each scheme (eg 45).

 

(3) For each scheme please indicate (where known) the reason for non-adoption:- (eg, A: Road Surface or Kerbing; B: Street Lighting; C: Drainage or Sewers;  D:  Open Space incomplete; E: Other works)

Answer

In the last 5 years, in the Western Isles, all Roads Construction Consent (RCC) applications for housing schemes have been completed to a satisfactory standard. During this period all new housing schemes have gone through the RCC process
