Please would you send me the following information?
1. Whether the council operates a Care And Risk Management (CARM) system to deal with children who may pose a risk of serious harm, as described here:

If it does, then...
2. a) Whether the council operates it unilaterally or on a regional basis with other councils.
b) The number of children that are subject to the council’s CARM system currently.
c) Of those, the number that have been identified as displaying “sexually harmful behaviour”.
If it does not, then...
3. Details of the system that is in place to manage the risk of serious harm posed by children.

Comhairle nan Eilean Siar do not use this approach. We have used ASSET now for a number of years. Staff having been trained up on this programme. This is part of our GIRFEC approach – see below:
Youth Justice System
All young people who have committed 3 offences should have a Mini ASSET completed which assesses the risk of re-offending. The plan within the Mini ASSET would address the criminogenic needs. This should be completed by the Lead Professional; many young people who meet these criteria may already have a framework for planning on a multiagency basis. For young people whose offending behavior continues to escalate then the full ASSET assessment should be completed. Frequency and severity of offences will influence professional judgement in terms of progressing from the Mini ASSET to the full ASSET. It need not be a linear process.
In addition to this we have the Vulnerable Children and Young Persons at Risk of Significant Harm Protocol (see attached).
