Q1 - Having established the Applicant meets the criteria for a "Qualifying Person" by possession of a valid Blue Badge, what administrative processes are then necessary in order to reach the point whereby the Statutory Procedure for the creation of a TRO must be started.
Q2 - An approximate/average time value for the collective processes to be completed is also requested.

Answer

At present there is no formal application to apply for a disabled persons parking place. Enquiries tend to come through local Councillors or members of the public. The site requested is then assessed for suitability.   For a disabled bay to be included in a Traffic Regulation Order it must be meet the correct specification with regards to marking and kerbing.  At present the Comhairle are working through a TRO which adds 9 disabled bays to a previous order. This has taken between 12-18 months.
