Eleven individuals attend a consultation event and two further comments were received via e-mail.  It was suggested that it would be beneficial to include a definition of the abbreviation D/deaf to provide some clarity and that the plan be translated into Gaelic.

We Did

The plan was updated to include a definition of the abbreviation D/deaf and the term BSL users.  The plan will be submitted to the Policy and Resources Committee on 2 October 2018 for approval and published online thereafter.  The final plan with be available in English, Gaelic and BSL.

Draft Planning Brief for Blackwater Housing Proposal Site (LDP)

We Asked

For the Blackwater  potential housing site, adjacent to the existing Gleann Dubh development in Lewis, the Planning Service has prepared a draft Planning Brief for public and stakeholder consultation. This Brief will inform a more expanded masterplanning exercise by a potential developer, and aid planning appraisal of any future development proposals for the site.

You Said

We received responses from a number of statutory Key Agencies and internal Comhairle stakeholders, across a range of issues including the spatial strategy, flood risk, and environmental heritage.

All comments were assessed and were largely taken on, informing the finalised Planning Brief which was approved as a non-statutory part of the Development Plan in 2018.

Re-adoption of Existing Supplementary Guidances (LDP)

We Asked

As Comhairle nan Eilean Siar sought to adopt a new Local Development Plan (LDP) (a land use plan for the future development of the islands) it also sought to re-adopt a number of existing Supplementary Guidance documents that form part of the Development Plan.

Supplementary Guidance provides more detailed policy that would be found within the Local Development Plan. It may set out technical or complex detail in policy and sometimes in a spatial framework and associated mapping.

The Comhairle in its LDP has committed to preparing new or revised Supplementary Guidance for a number of topic areas. The Supplementary Guidances that were consulted on were for:

  • Caravans and Temporary Buildings;
  • Conservation Area Management Plans;
  • Wind Energy Development
  • Marine Fish Farming

You Said

Around a dozen individuals, key agencies and businesses submitted multiple comments across the four Guidance topics. These comments were assessed and where relevant and appropriate, informed the finalised Supplementary Guidances which were then notified for Adoption.

An Active Travel Strategy for the Outer Hebrides

For your views to help develop a set of ideas to improve conditions for walking and cycling – collectively known as active travel – for both residents and visitors in the Outer Hebrides.

You Said

Over 100 comments were input into the online map. Approximately half of these resulted from discussion at events and were entered by the study team, and half of these were submitted independently by stakeholders. Comments are available in  Appendix 1 below.

Disabled Persons Parking Places Order 2018

We Asked

The reasons for implementing this Order are to provide and promote the proper use of Disabled Persons’ Parking Places in accordance with the Disabled Persons’ Parking Places (Scotland) Act 2009.

The Order increases the provision of Disabled Persons’ Parking Places in Stornoway by seven spaces, these being located at key public service areas at the Council Offices and at the Sports Centre. The Order also introduces two Disabled Persons’ Parking Places in Tarbert, Isle of Harris, again at key public locations being the Council Offices and the main public carpark. The Order will prohibit any person from parking any vehicle in a Disabled Persons Parking Place unless a Blue Badge, issued in accordance with the national Blue Badge Scheme is validly displayed on the vehicle.

The Comhairle nan Eilean Siar (Disabled Persons’ Parking Places) Order 2013 provided an initial thirteen Disabled Persons Parking Places in Stornoway town centre. For simplicity, the 2013 Order will be revoked and replaced with the new Order; the new Order includes the original thirteen Disabled Persons’ Parking Places per the 2013 Order and adds a further nine disabled persons’ Parking Places as described above.

We asked if the public were in acceptance of a proposal to make the (Disabled Persons Parking Places Order) 2018.

There were no objections to the proposal following a 4 week consultation period.

Licensed Taxi and Private Hire Car (Where fitted with Taxi Meter) Fare Structure

We Asked

Your views on the licensed taxi and private hire car (where fitted with a taxi meter) fare structure and whether there should be any change in the taxi fares for the Western Isles. This includes an opportunity for taxi and private hire car operators to give any detailed responses in respect of the fares.

You Said

For the consultation, any respondents could send CNES their own written proposals or use the template provided by CNES, which is attached in Appendix 3.

CNES received 11 responses to the initial consultation.

7 responses were from taxi operators who wished the fares to remain unchanged.

4 responses were from taxi operators who wished for the fares to be increased.

After further consultation, with notice in a local newspaper giving the operators the opportunity to make representations to the agreed proposal to increase fares, no further comments were received from the consultees.

We Did

Of the Key Themes: We Did 

CNES considered all responses to the consultations all of the various stages of the process. Following no representations being received to the final consultation, CNES approved the revised taxi fare structure, which took effect from 21 May 2018.

This is not applicable as CNES followed the correct procedures as required under Section 17 of the Civic Government (Scotland) Act 1982 whereby CNES is required to carry out a periodic review of taxi and private hire car fares.

(A857 Newmarket, Stornoway Isle Of Lewis) (30mph Speed Limit) Order 2018

We Asked

We asked if the public were in acceptance of a proposal to make the (A857 NEWMARKET, STORNOWAY ISLE OF LEWIS) (30MPH SPEED LIMIT) ORDER 2018. This would extend the existing 30mph speed limit by 200m at Newmarket from the bridge at Bridge Cottages westerly to just beyond the existing cattle grid.

There was one objection to the proposal questioning the length of the speed limit extension.

We Did

The objector was contacted regarding the concerns raised.

During the consultation period Technical Services have been made aware of proposals for a housing scheme, with approximately 70 houses, adjacent to the section of road where the speed limit extension was proposed.

Of The Key Themes: We Did Not Do

The proposed speed limit extension did not proceed. Following a decision on the extent of the speed limit, a report will be submitted to committee. This will depend on housing development in the area.

(A866 Parkend, Stornoway Isle Of Lewis) (30mph Speed Limit) Order 2018

We Asked

Following extensive housing development in the Parkend area the existing 40mph limit will be reduced to a 30mph limit. This will extend the existing 30mph limit from near the old Sandwickhill School beyond the Parkend housing scheme on the A866.

We asked if the public were in acceptance of a proposal to make the (A866 Parkend, Stornoway, Isle of Lewis) (30mph Speed Limit) Order 2018.

Local Carers Eligibility Criteria 2018-2021

We Asked

The Carers (Scotland) Act 2016 which was implemented on 1st April 2018 is designed to support carers’ health and wellbeing. The new Act will put a duty on all local authorities across Scotland including Comhairle nan Eilean Siar to provide support to carers, where identified needs meet agreed eligibility criteria.

The purpose of having local eligibility criteria is to ensure that the limited public resources available are targeted at those who need it the most and with the greatest level of need. It also enables public bodies to demonstrate equity, consistency and transparency in both the decision making process and the allocation of resources.

As per appendix 1, we asked 5 questions whether people felt they agreed with the local eligibility criteria for carers.

You Said

As per appendix 2, 20 responses were received and analysed as follows:

  1. Does the eligibility criteria cover all the areas of someone’s life where their caring responsibilities could have an impact?
  2. Does the eligibility criteria explain how the impact of caring will be measured and used to identify the level of support need a carer has?
  3. Is there anything about the language, terminology or descriptions in the document that you would like to comment on?
  4. Should anything be taken out?
  5. Is anything missing?

Most of the respondents chose to make a narrative response format rather than respond using the survey. Some responses expressed views on wider issues outside the scope of the consultation.  

One respondent said that the table had helped her see that things were getting critical and that she was not coping.

Two respondents noted that the documentation would benefit from being written more from a carer’s perspective.

Several respondents noted that they wanted information on how carers can be supported at different points. It was suggested that there could be information on how to support someone to stop things escalating to the point of things breaking down and becoming a crisis.

It was suggested that there should be support for carers to plan for support to happen surrounding the cared for person’s death.

We Did

We have taken comments into consideration and have included some of the comments within the adult carer support plans. We will also be creating the local carer strategy during 2018 and will include some of the suggestions made during the consultation process for the local eligibility criteria.

Several respondents noted that they wanted information on how carers can be supported at different points. It was suggested that there could be information on how to support someone to stop things escalating to the point of things breaking down and becoming a crisis. We have created contingency/emergency planning within the adult carer support plan and more in-depth emergency planning for those with higher needs.

Of the key themes, we did not do:

We did not take into consideration comments made pertaining to the opening hours of public services as this consultation was not in relation to this and had already been carried out through the Comhairle’s democratic process. 

Gaelic Language Plan 2018-2022

We Asked

The Comhairle sought the views and comments of the communities of the Western Isles regarding the aims and objectives contained in this Draft Plan. These views and comments were fully considered before the final draft version of the Plan was produced shortly after the end of the six-week consultation period.

All comments were submitted in writing, either by letter or e-mail, within the six-week period, to Sgioba na Gàidhlig at the Comhairle.

Results and Feedback
The Comhairle received 14 written responses in total. Responses were received from members of the public across the Isles, public organisations, educational bodies, community volunteer groups, and Gaelic organisations. The Draft was welcomed warmly as a positive development in terms of developing the use and learning of Gaelic in the Isles, and addressing the concerns of communities in this regard. For example, respondents wrote the following, which were typical of the type of response that was received regarding the draft Plan:

In General
“The draft reads well and covers all the main points we would expect to see in relation to the promotion and development of Gaelic.”

“Tha dealasan lèirsinneach a’ nochdadh sa phlana" (“Some visionary commitments appear in this plan.”)

“Tha sreath de fìor dheagh gnìomhan anns a’ Phlana.” (“There are a series of very good action points in the Plan.”)

Gaelic in Education
“Tha mi a’ moladh an [sic] Comhairle airson an obair a tha iad a’ dèanamh ann am foghlam tro mheadhan na Gàidhlig. Air sgàth sin, tha a’ chlann agam comasach Gàidhlig a thuigsinn, a’ leughadh ’s a sgrìobhadh.”

(“I commend the Comhairle for the work they are doing in Gaelic medium education. Because of that, my children are able to understand, read and write Gaelic.”)

“This plan sets out a very useful précis of the Comhairle nan Eilean Siar (CnES) approach, particularly in the Education and language corpus areas.”

“’S e deagh amas a th’ ann a bhith a’ feuchainn ris an àireamh de chlann FtG àrdachadh air 10% gach bliadhna ann an sgìre Steòrnabhaigh.”

(“It is a commendable target to attempt to increase the number of children in Gaelic medium education in the Stornoway area by 10% each year.”)

(“We recognise the huge progress that the Comhairle has made over the years, and especially recently, in relation to Gaelic medium education.”)

Gaelic Usage and Development

“Tha mi toilichte a’ leughadh gum bi a’ Chomhairle a dol a chleachdadh baidsean gus sealltainn cò aige a tha Gàidhlig am measg nan luchd-obrach”

(“I am pleased to read that the Comhairle are going to use badges to show whom amongst the staff have Gaelic skills”)

“I think the Comhairle does a good job promoting a visual and professional image for Gaelic. I am proud of the fact that Council meetings are held in Gaelic.”

“Good to see the five initiatives listed in the Gaelic economic development section which we are totally supportive of.”

Nevertheless, it was also felt that there were areas where the development of the use and learning of Gaelic could be improved. The three most common areas were as follows:

  • Financing the Plan

A number of respondents felt that, although budgetary realities must inevitably impact on Gaelic development to at least some extent, it was unhelpful and unnecessary to add this caveat in the introductory section of the draft Plan:

“Tha [sinne] a’ moladh cur às dhan earrainn seo, leis gu bheil e a’ ciallachadh gum faod buidseat na Gàidhlig a gheàrradh aig àm sam bith rè beatha a’ Phlana.”

(“[We] suggest you remove this passage, because it means that the Gaelic budget could be cut at any time during the Plan.”)

“Dh’ fhaodadh [an earrann seo] a’ ciallachadh gun tigeadh buidseat na Gàidhlig a gheàrradh ann an coinneamh ionmhais […] an dèis dhan phlana seo a dol a-mach gu co-chomhairleachaidh.”

(“[This passage] could mean that the Gaelic budget could be cut at any finance meeting […] after the plan has gone out to consultation.”)

  • Gaelic on the Website and in Social Media

There was a widely-expressed view that the development of Gaelic usage on the Comhairle’s website was a priority area. Although the draft Plan was praised for identifying this as a key priority, it was felt by some that the draft Plan should go further in terms of committing to developing the website:

Bu chòir […] an làrach-lìn, na meadhannan sòisealta agus a leithid a bhith gu tur dà-chànanach.”

(The website, social media, etc. should […] be totally bilingual”.)

“Chaidh mi gu duilleag-dachaigh làrach-lìn na Comhairle ach chan fhaca mi ceangal sam bith gu na duilleagan Gàidhlig.”

(“I went to the homepage of the Comhairle’s website but I did not see any link to the Gaelic pages.”)

  • Gaelic in Recruitment

There was a widely-held view that, although the Comhairle had made a lot of progress in this area, it was necessary to expand the number of staff who had Gaelic skills, and create more “Gaelic-essential” and “Gaelic-desirable” posts:

“Bu chòir gum bi barrachd luchd-obrach [na Comhairle] ann aig a bheil sgilean sa Ghàidhlig mar sgil riatanach den obair aca.”

(“There ought to be more [Comhairle] staff who require Gaelic as an essential skill of their work.”)

“Bhiodh sinn an dùil, on is e seo an treas Plana Cànain Gàidhlig aig a’ Chomhairle, gum biodh a’ chuid is motha de na dreuchdan aig ìre far a bheil Gàidhlig ‘riatanach’.”

(“We would have expected, because this is the third Comhairle Gaelic Plan, that the majority of posts would be termed ‘Gaelic essential’”.)

We Did

Financing the Plan

We removed the section from the draft Plan relating to limited budgetary provision for Gaelic development, having agreed that this caveat was unnecessary, and could negatively impact on actions within the Plan.

Gaelic on the Website and in Social Media

  • We decided to make a commitment to increase bilingual content throughout the website with regard to pages with most visits by users, e.g. bus timetables pages.
  • We decided to create a prominent Gaelic tab on the Comhairle’s homepage leading to pages written in Gaelic, which would lead to other Gaelic pages, providing at least two levels of navigation for Gaelic.
  • In response to the suggestion that the Comhairle website should be entirely bilingual, it was decided that this was not possible in terms of manpower, the News section on the homepage, alone, requiring to be constantly updated in bilingual format.

Gaelic in Recruitment

We decided to make a commitment to try to extend, subject to legal requirements, the range of Gaelic-desirable posts in the Comhairle.
