Construction Compliance and Notification Plans & Verification During Construction

The Scottish Government’s re-appointment of local authorities as building standards verifiers on 1 May 2012 was on the understanding that a new performance framework would be put in place to improve the quality, compliance, consistency and predictability of verification activities.

A requirement of this performance framework is that all building warrant applications submitted after 1 May 2012 are subject to new guidelines in respect of how verifiers carry out site inspections and demonstrate ‘reasonable inquiry’.  This is set out in a new guidance document ‘Verification during Construction’, which has been jointly badged by Local Authority Building Standards Scotland (LABSS) and Building Standards Division of the Scottish Government.

All Building Warrant Applications submitted on or after 1 October 2012, once approved, will receive an individual "Construction Compliance and Notification Plan" (CCNP) with the Building Warrant documentation.

The CCNP will highlight the required notification / inspection / compliance protocols that should be followed for informing Building Standards on the progress of the project.

The Comhairle’s Building Standards Service will respond to requests for inspections and notifications in line with the Key Construction Stages listed on the CCNP. Please note that alternative evidence may be accepted as proof of compliance and this should be agreed with the case Officer prior to the commencement of any building works. Such alternatives may be date stamped photographs, video diaries etc.

It is the responsibility of the agent, owner and contractor to ensure that the CCNP is followed and as such the individual gaining approvals should make the other parties aware of this requirement. Failure to meet the criteria set out in the plan may result in a Completion Certificate being refused.
